Responsibilities of man to woman and kids after Divorce

I need the detail of obligations man has to fulfill to his previous wife and kids (if any) after the divorce.

One of my friend has divorced his wife 2 years ago he did not have any kids from that wife. He has returned all gift from the in-laws and haq-e-mehar to the wife. but after 2 years of divorce his in-laws is asking him to pay some money to compensate the time girl has spend with my friend as wife.

 

is that legal in Islam ? or does my friend has any Islamic obligation to fulfill, please answer this as soon as possible.
